New Interim Rule re: Keeping Dropped Drafted Players

**NEW INTERIM RULE - Future keeper cost are based on auction value for dropped keepers. E.g. If you kept Utley at $35, and he was picked up on FA, he would still be $35 + 20% to keep.**
